What is more important : 

the actions of individuals or the environment that influences them?

I think environment is more important than individual behavior. Individuals are surviving by adapting themselves to the environment around them, or by modifying them to adapt themselves to the environment. For example, in 1920 two girls found with wolves near the village of Calcutta in India were then moved into the environment and raised under the names of Camara and Amara. At that time, Camara was about seven years old, and Amara was about two years old. The two children ate their own food instead of their hands, ran with their arms and legs when they were in a hurry, and could hardly escape animal behavior, such as dislike clothes or bathing. In particular, language acquisition was very difficult, so young Amara took about two months to learn the word "water," and Camara first called her "ma" when she saw the pastor's wife who raised her after three years. These records show that the human environment is an indispensable condition for humans to develop like humans. Therefore, I think environment is more important than individual behavior.
