What is more important: the actions of individuals or the environment that influences them?

I think the environment is more important. Because individual behavior can be changed by the environment. However, it is difficult for individuals to change the whole environment.

In a good social atmosphere, individuals can do the right thing. Individuals who do wrong can also change in a good social environment. I believe so.
